Intersectionality and disability at WOW Festival 2017

When I came back to the UK to take up the position of relationship manager at a university, people told me I ticked many brownie points. I learn to realise they meant I had many disadvantages , because I was a woman, of an ethnic minority, and disabled. Some said it must be an advantage in applying for jobs but believe me, it isn’t . This is before I even heard of the term ‘ intersectionality’, the multiple oppression that arise out of having multiple identities,  and understand the impact it had on my life and that of others.

In January, I was invited to speak as a Sister of Frida at a hearing at the European Parliament on domestic violence and disabled people, and I used a personal example when mentioning intersectionality. When I was living in France I went through a divorce process, the court saw me as a non white, disabled woman with a bad grasp of the French language. My ex, a white British man, is an international  civil servant, had many human rights’ lawyers as his friends. I did not even know French divorce laws were different from those in the UK.

I think it was partly from that experience I co founded Sisters of Frida – understanding the complexity of having multiple identities- and also it’s in  Article 6 of the Convention on Rights of People with Disabilities.

States Parties recognize that women and girls with disabilities are subject to multiple discrimination, and in this regard shall take measures to ensure the full and equal enjoyment by them of all human rights and fundamental freedoms.

The UK has ratified the CRPD and In fact, quite a few of disabled activists are heading for Geneva because of the examination of the uk govt for its implementation. I wanted to go but it conflicted with the international women’s day events and me here at WOW.  Disability and feminism. Women organisations do not know much about disability and disabled people’s organisations are gender neutral, we hope to build bridges there and make a change. Just insisting on our rights to be heard and to make spaces more inclusive and accessible are challenges. I hope we have made some difference. If I make a mention here, one Sister of Frida, is Rebecca Bunce who is a co founder of IChange has campaigned tirelessly for the Istanbul Convention and spoken on the need for access at public spaces for disabled women.

The disability movement is very white here and we would like to promote and make black and ethnic minority women more visible. It’s a natural reaction that you don’t join when you can’t identify with the people in it. And to show that they are not just engaged in being there as recipients but also in leadership roles.  We have had discussions on disability and the  cultural differences on the impact of disability. Many BME women come and share with me about their disabilities but they do not self identify (unless it’s a physical visible impairment ) as disabled people  because of the negative perspectives, stigma and non representation. But I know this goes for other communities not just  for Black and women of colour .

And in the UK austerity measures by this government have meant that the intersections of being BME and disabled and women mean that many of us are reeling from the compounding cuts in benefits and services. In all areas of our lives.

My friend and fellow Co founder of SoF, Michelle Daley, has spoken on the importance of intersectionality and the social services on Wednesday, she speaks as a black disabled woman

“I am a woman, a black woman and a disabled woman. In most areas of my life I’m forced to compartmentalised my different intersections…. I relate this point from one of my assessments of need. So when I explained that I needed help with skin care, which is not related to my impairment, it was dismissed. The assessor had no knowledge about skin sensitive and dryness often experienced by Black People and the need for daily skin care to prevent discomfort. In this example it demonstrated how my different intersections as a Black Disabled Woman were not considered and how they interact with each other. ”

Why does much of the women’s rights movement marginalise disabled women?

During the last weekend in London at the Women of the World Festival (WOW) a panel of speakers discussed why disability is so often left out of conversations about intersectionality, and surveyed the key battlegrounds that disabled women are fighting on.

The panel was organized by Sisters of Frida.
Speakers included Lydia X. Z. Brown, disability rights activist; Magdalena Szarota, Polish disability rights activist and HIA Polska Board Member; Sarifa Patel of Newham’s Disability Forum; and Simone Aspis, Alliance for Inclusive Education (ALLFIE) campaigner. Chaired by Michelle Daley of the Sisters of Frida disabled women’s collective.”

Freyja HaraldsdĂłttir: 22 random things that make me tired as a disabled woman

Many thanks to Freyja HaraldsdĂłttir for allowing us to reblog this post. We met her in Leeds at the Screening AccSex meeting at the Center for Disability Studies, Leed Iniversity. So many of us could respond to the feelings she expresses here – 

I am tired of often needing to value other people’s needs more than my own.

I am tired of being anxious about small events because of the fear of being marginalized and silenced.

I am tired of people over and over again assuming my opinions on sexism and ableism are just an emotional reaction instead of opinions based on diverse knowledge and deep experience of both.

I am tired of feeling like a bad feminist when I can’t show matters of privileged women support who don’t acknowledge or understand my reality.

I am tired of people finding it okay when Hollywood presents disabled people better of dead.

I am tired of everyone but myself having more authority to decide on my abilities and strength.

I tired of my body being objectified as desexualized, weak and emotionless.

I am tired of people I love excusing ableist people.

I am tired of needing to pick out a president candidate or other people for powerful positions who I don’t identify with and will therefore have big problems understanding my reality.

I am tired of ableism being normalized on a higher level in my country then sexism and racism (not that that isn’t normalized enough).

I am tired of people not understanding multiple oppression and that I can not pick out identities like clothes to wear everyday. I am always both a woman and disabled. Not either or.

I am tired of not being able to trust that my independence is longterm because in Iceland personal assistance is still a trial project. My freedom is on trial.

I am tired of being afraid of sharing what I find hard because then I automatically become victimized.

I am tired of sometimes not being able to sleep from worries about the influence of marginalization on my future.

I am tired of people constantly asking ‘how is it going?’ in stead of ‘how are you feeling?’.

I am tired of not being allowed to be angry because it makes others uncomfortable.

I am tired of not being allowed to show difficult emotions without being stigmatized as negative and unhappy when I am most definitely not.

I am tired of not having space to talk about physical pain without my life being stigmatized as not worth living.

I am tired of many people not caring about everything mentioned above.

I am tired of not being allowed to be tired.

I am tired of being tired of being tired.

I am so tired.

Destroy the Joint, sure, but feminism must include disability politics

The sometimes uneasy relationship between feminist groups and disability activists was highlighted last weekend, when online Australian feminist group Destroy the Joint (DTJ) blocked and banned a number of high-profile Australian disability activists, claiming the women were in breach of their rules.

DTJ had called for submissions to the hashtag #beingawoman on its Facebook page, sparked by a Buzzfeed article featuring both lighthearted and serious tweets reflecting on modern womanhood.

Several disability activists began posting their experiences, only to be deleted for being “repetitive, circular and off topic”.

The comments that were deleted included the following:

My doctor told me to get a hysterectomy or change my tampon in my office because there was no accessible toilet nearby at my workplace #beingawoman

when people deny my sexuality because they think disabled people having sex is disgusting #beingawoman

DTJ banned the commenters from its Facebook page, for “spamming this post and page with a large number of obvious half truths and distortions”.

After a number of members and disability activists encouraged the group to reconsider its stance on intersectional feminism, DTJ issued an apology yesterday afternoon:

Dear Destroyers,

Let us begin with a belated and unreserved apology about the way we have handled the comment moderation in this instance [the #beingawoman incident]. We acknowledge we can always be more inclusive.

We are constantly discussing ways we can achieve this and no woman living with disability should be excluded from this page. Anyone who has been banned as a result of this will be unbanned. Please email jointdestroyer@gmail.com so we can be thorough about this.

It has always been our mission to include everyone and Counting Dead Women includes all women who have been killed as a result of gendered violence.

While it was a disappointing weekend for those of us who identify as both disabled and feminist, the gaffe has prompted a reflection on the ways disability politics are essential to feminist politics.

Intersectional feminism

Disability is a feminist issue and the silencing of disabled voices and experiences does not further the feminist cause. While the women posting on DTJ may have experienced gendered oppression, such as domestic violence, they are simultaneously affected by ableism.

American law professor Kimberlé Crenshaw described the ways minority groups experience multiple and overlapping oppression as intersectionality in 1989.

Women with Disabilities Australia recognises that, for women with disabilities, the effects of gendered oppression are compounded. As Sue Salthouse and Carolyn Frohmader explained in a 2004 presentation for the group:

Low levels of education relegate women with disabilities to lower echelons of society, limit their access to information and their ability to interpret it, limit their life choices and limit their ability to achieve financial and living independence.

Women with disabilities are also more likely to suffer domestic violence and sexual assault.

Feminist blogger and activist Clementine Ford told me via Facebook that this is the reason why disability politics must be included in feminism:

It is vital for feminism to focus on the impact of sexual violence, but how can we do that properly if we don’t acknowledge that 90% of women with an intellectual disability have experienced sexual assault?

Reproductive rights are core to feminism, yet they cannot be discussed without also hearing from the women whose impairments have led to doctors and carers deciding – without their permission – they must be sterilised in order to prevent the physical aftermath of sexual violence becoming a “problem”.

Just today, I read an article about two parents with cerebral palsy who have been “allowed” to keep their child. The dehumanisation of women with disabilities is appalling, but even worse is the way these issues are marginalised even within feminism.

Disability politics marginalised within feminism

In Integrating Disability, Transforming Feminist Theory (2002), Rosemarie Garland Thomson explains how both women and people with disabilities are considered “deviant and inferior” within cultural discourse and subsequently excluded from participation in public and economic life.

Other disability theorists suggest the reason women with disabilities have been excluded from mainstream feminist circles is because they are a reminder of vulnerability and lack of control, identities feminists have traditionally sought to reject.

Whereas disability was once thought of as an individual’s medical problem to overcome, following the work of disability activists such as the late Stella Young we are increasingly coming to recognise disability as a problem related to inaccessibility and negative attitudes. Disability, like gender, is a social construct.

We are all women

Back in 1988, disability theorist Susan Wendell called for a “feminist theory of disability” as a way to move forward in both disability politics and feminist theory. Wendell argued the oppression of disabled people is closely linked to the cultural oppression of the body. She believed a feminist theory of disability would “[liberate] both disabled and able-bodied people”.

Disability activist Samantha Connor, who was the first to be banned on DTJ for contravening its commenting guidelines, continues to see the importance of mainstream feminism in breaking down power imbalances for people with disabilities. As Connor explained to me:

We are all women, and the issues we face are issues faced by mainstream feminism, not by individuals or minority collectives.

The incident illustrates an important truth: being aware of intersectional oppression in 2015 should not be an optional “extra”, but fundamental to any social justice movement.

Correction: a previous version of this article contained a paragraph stating that criticism had also been also been levelled at DTJ over allegedly failing to include women with disabilities in their regular count of women who have died as a result of domestic violence or abuse. While that criticism exists, it is not substantiated.

Eleanor Lisney: ‘when gender, race and disability collide’

The title of this session is ‘resurgence of mainstream feminism ignores the voices of disabled women and discuss what happens when gender, race and disability collide’ – I am going to start with saying that I am not sure we always allow ourselves to be ignored.

Sisters of Frida was started when we realised that there was a noticeable absence of the voices of disabled women. One of the first things we did was to join the UK CEDAW work goup and we went to Geneva so that we have a visible presence to challenge the government on their reforms with other women’s groups such as Southall Black Sisters. We were mostly self funded but we saw that it is essential that disabled women are represented in processes like CEDAW reporting as too often our experience as disabled women is invisible, this is an opportunity to change this and show how the cuts and legal changes are affecting us. When it came to the turn of the shadow report for the CRPD, we realised we were the people with some experience as having been through the CEDAW shadow report process. And by the way the United Kingdom has become the first country to face a high-level inquiry by the United Nations committee responsible for oversight of disability rights into charges of “grave or systemic violations” of disabled people’s rights.

However in the discourse of feminism, disabled women are seldom included, it is true but even so, we are getting invited – we are here at WOW:) but seriously, disabled people are often seen as a ‘burden’ on the feminist from before birth to the older parent often portrayed as with dementia. The decision of aborting a disabled child is seen to be totally understandable, disabled people needs caring for – usually by low paid or unpaid carers where women sacrifice themselves as carers. Disabled women are also seen to be undateable. They are not deemed to be fit to be mothers, they worry about their children being taken into care, or not given custody of their children if there is a marital breakup with a non disabled partner.

There was rejoicing of the series of amendments to the Serious Crime Bill, currently going through the House of Lords, and is expected to be on the statute books this year where under the terms of the Bill a person convicted of coercive control could face up to 14-years in prison and there will be no statutory time limit for the offences, meaning abuse dating back years can be taken into account. Good news for feminists but not so much of a cry when it was found that disabled women would be exempted. Partners of disabled women could avoid domestic abuse prosecution even after ‘coercive control’ is criminalised, the government added an amendment to the proposed law which creates a defence against charges of coercive control by people who take care of disabled partners. If they can convincingly argue that the actions they took were both in the best interests of their partners and “in all the circumstances reasonable”, they will not be prosecuted. There was a consultation but no disabled women / people were asked.

I am sometimes asked: is there a gendered difference in disability campaigning, surely we re all in it together. The division does not help, they say, and even disabled women tell me that. We should look for commonalities. I am not able to respond to that coherently. I think I m more able to respond when it has to do with social justice and the question of race but maybe because nobody has said to me let’s look for commonalities white people and black people both suffer from social justice, why insist on the differences. Certainly no black person.

I would say because there are  differences and we need to speak for disabled sisters because if we don’t who will? Last year I was fortunate enough to speak in the NAWO panel at the Global Summit to end violence against women in conflict – addressing gender equality as the root of all gender-based violence. I am reminded that Women are raped, tortured and killed or left disabled because of their gender. If they survive many can’t go back into society because of the stigma of having been raped, on top of being disabled. There is a gender difference.

As an East Asian disabled woman I can feel the conflict and am pulled in different directions by the different identities. When I m in a disability environment, which is still very white dominated, I ask for black representation, with people of colour, I ask for access and inclusion for disabled people, with feminists, I ask for the same.

Frances Ryan wrote a great article – “It’s not only steps that keep us out”: mainstream feminism must stop ignoring disabled women’ where she states that in matters of sex, sexuality and political campaigning, the resurgence of mainstream feminism overlooks disabled women.

Feminist and disability rights are born from a similar cloth. They are battles to acknowledge that oppression doesn’t come from a biological reality but a socially constructed inequality. They are concerned with idealised human bodies. They fight the structures and power that wish to control them; in sex, in work, in reproduction.

Its true that mainstream feminism do not often consider disabled women but we knew that – Jenny Morris has been writing and speaking about Feminism, Gender and Disability since the 1990’s.

Non-disabled feminists continue to treat disability as aside issue, an optional extra and in no way part of the so-called mainstream academic or political debates. The disabled people’s movement – while many and sometimes the majority of its activists are women – is still informed by political and theoretical debates which strangely sidelinewomen’s experiences and issues.

So  mainstream disability do not often recognise women’s issues neither. I spoke on intersectionality and disability at the Sisters of Frida’s gathering/party at WoW Festival at the South Bank

Disabled women who are discriminated against – from feminist communities, LGBT, faith communities because they insist on congregating in non accessible venues. And the segregation is also from the disabled people’s communities because they do not understand nor interested in other identities. Where do disabled women go to discuss about the roles of being disabled lovers, mothers if they were given the opportunity of being girlfriend, wife or mother. And there are those whose sexuality were being denied or even sterilised (often presumed to be for their  own good). And who knows how to support them when they are raped? A report by Professor Betsy Stanko, stated that the ‘rape of vulnerable women, especially those with learning difficulties, has effectively been “decriminalised”.

I guess I am speaking about the need for intersectionality also when we talk about disability – that we have more than one identity and we ought to acknowledge that – and that we should acknowledge we need a space for disabled women as disabled women, we need to listen to the different identities. And feminism needs to accommodate intersectionality too – speaking as a disabled woman of colour when I can be the only non white disabled at the table I feel a double disconnect. I m sure some of you here know what I m saying where you stop wanting to engage as a form of self protection.

Just this week we pointed to an event about campaigning black women that they had not included black disabled women in their program and offered to fill that gap. And they are responding positively so we might be the first to explore disability, gender and ethnicity/race in a workshop!
